John Hoopingarner was appointed to office on September 1, 1989, by the Board of Directors of the Muskingum Watershed.  Prior to his appointment he was in private law practice for 10 years in New Philadelphia as a partner in the law firm of Miller & Kyler.
 
 John served as Chief Counsel to Muskingum Watershed Conservancy District from 1986‐1989, and associate legal counsel from 1979‐1986.
 
 John is a native of Tuscarawas County. He is a graduate of Muskingum College (Bachelor of Arts, 1976); and Ohio Northern University College of Law (Juris
Doctorate, 1979).
 
 
 John serves on the Water Management Association of Ohio Executive Board, the Ohio Water Resources Council Advisory Group, the Ohio Conservancy District Conference Board, and Ohio Water Advisory Council.
 
 In 2013, he was honored by the Ohio Parks and Recreation Association as the recipient of the Jack Hanna Resource Conservation Award.
